(Improved Answer >>>) Wrong. The Silver wing -ONLY- summons Lugia, and it DOES NOT do so at Tin Tower. Go to Whirl Islands (between Cianwood and Olivine in Johto). Make sure you have a Pokemon that knows Surf and a Pokemon that knows Whirlpool. Use Surf to get around to the North Eastern Island, and surf all the way around it until you see a Whirlpool blocking the path. Obviously, you'll have to use Whirlpool to get rid of this so that you can progress inside. Go into the cave and make your way through to another cave inside (Walkthroughs are helpful if you can't figure it out on your own.) Inside this cave, you should see Lugia as long as you have the Silver Wing. It's at level 70 and it's really hard to catch without a Master Ball, so good luck!
Oh! And to get Ho-oh, you need the Rainbow Wing from the Director in the Goldenrod Radio Tower. He gives it to you after you do away with Team Rocket there. Ho-oh appears at the top of Tin Tower in Ecruteak, and the game DOES NOT ask you which one you want, ONLY Ho-oh appears there. Of course, since you're playing Pokemon Gold and you get the Rainbow Wing before the Silver one, you probably already knew that.
