No one type is better than the other. It depends on what you're looking for. Fire type Pokemon will be good for the beginning of the game because most low level Pokemon are bug or grass, but once you battle water you will be weaker. Water can learn surf, but is weak in the beginning of the game until you get to caves. Grass is weak in the beginning as well but is effective against rock type Pokemon in caves as well as water, but is weak against fire. its all a matter of what you're looking for.

I think Mudkip is the best water-type starter Pokemon because when it evolves, it becomes a water-ground type, so electric type moves don't do a thing to it anymore; however, to make up for its resistance to electric-type moves, it is 4X weak to grass-type moves.
