You would get a lot of different answers depending on who answers it.
I prefer 2 electric moves, thunder bolt and thunder.
Then one fighting move. You can get 2 different fighting moves just outside the first cave at cerulean city (second gym/water) There you can get either mega kick or a strong "hand" move. They are for rock Pokemon.
Then something like thunder wave or such a move..
For Pokemon Red, Blue, Yellow, Fire Red and Leaf Green.

Depending on the moveset you want, look on serebii what moves pikachu learns and what raichu learns. also if ur not into moveset,EV training etc just evolve it as late as possible because pikachu levels faster.
i think the best moveset for nidoking are: earthquake,sludgebomb,surf and megahorn..those are the moves that i put on my nidoking in fire red.
