There are four needs in a DB deck:
1) Drawing it out - You need cards that can grab Destiny Board from your deck when you have no luck drawing. Examples are Pot Of Greed, Card Destruction and Reload.
2) Playing the board - Obvious here, you need Destiny Board and Spirit Messages I, N, A and L. You can buy them each off Amazon easily, I got them off Greylight for less than £4!
3) Defence and distractions - To make sure your enemy can't get rid of Destiny Board or your Life Points, and because your Spell/Trap slots are used up, you need some good monsters that can't be destroyed by battle, and/or some that can stop your opponent removing the Board. I recommend Marshmallon and Stardust Dragon here.
4) Haunting the enemy - When your opponent thinks they've got you running once sabotaging your Board and sending it to the Graveyard, you'll need cards that can return it from there, like the cards A Cat of Ill Omen and Magical Stone Excavation.
I won't give you a full deck list, as Yu-Gi-Oh! decks are all about experimenting and seeing what works best for you. Although there are some things in common, no two Destiny Board decks are the same, as different people protect them in different ways.

It all depends on how you use the crads. Some people might have the best cyber dragon stratigies, or they might know stratigies for D hearos.
a macro deck would work quite well. another shooting star deck would also be good. and so does a neos deck, if played right (most people don't so they just ditch it)
A good and cheap Yu-Gi-Oh deck that you can make for under 70 bucks is the Samurai deck.
It would be a Destiny board deck or final countdown deck.
Yes, you can have one, two, or three copies of any of the "Destiny Board" cards.
I would suggest you to have strong destiny heroes in your deck and try to have for example, monarch monsters such as raiza and if you want you can add dark armed dragon in your deck! And for spells, you sould have strong spells and be strategic and creative! And it's the same for trap! Good luck!
There isn't going to be a "best" destiny hero deck. You just have to fool around with alot of combo's and cards and see which one's work best together. Destiny Hero's are a great deck to run though... with all of their effects and support spell/trap cards you can't go wrong! The boosters are Enemy of Justice - Power of the Duelist - and Aster Phoenix!! Good luck building your deck!
Ok, Make a Fiend-Dark deck. Include tons of Destiny heroes and Destiny Hero arena cards (Clock-tower prison) Now, add tons of Fiends to the deck. Don't structure the deck completely around the lord cards, more around the Destiny Heroes and you should be good.
Diamond dude, Plasma, Dogma, Dasher, Doom Lord, Defender, Malicious and Fear Monger. Those are the Destiny Heroes but you will also need other cards like Elemental Hero Stratos, depending on the type of deck you want to build.

Official Card Text: At the end of each of your opponent's turns, place 1 "Spirit Message" card from your hand or your Deck face-upon the field. If it is from your Deck, then shuffle your Deck. When "Spirit Message" cards "I", "N", "A", and "L" are all on your side of thefield in their proper order, you are declared the winner. If any of your "Spirit Message" cards or "Destiny Board" are removed from the field, all your "Spirit Message" cards and "Destiny Board" on the field are sent to your Graveyard immediately. Basically, you get DB on the field, once it's effect has been used (all the other Message cards are in play) you win. It's harder than it sounds to use, as you need to find a way to protect the cards while they're in play.
