In late December of 1862, Southern commander John C. Pemberton had only 20,000 troops to defend Vicksburg. His orders were to defend the city indefinitely. At the time it was sufficient in that the city was high on a mountain bluff and his location was a dry one as compared to US Grant's forces that encountered almost impassable swamps in the lowlands surrounding the city.
