Harry was given Dudley's second bedroom because Vernon (Harry's Uncle) decided to move him into it when they kept receiving letters posted to Harry and the letters knew he lived in the cupboard under the stairs. It was due to fear of them being watched and judged.
Dudley Dursley complained to his parents that he didn't want Harry in his second bedroom because he needed it. The next morning Dudley was sent to get the post and he found several more letters prompting a fight between Harry, Dudley and Uncle Vernon.
Harry moved into his second bedroom because of the letters Hogwarts were sending him. The address on the envelope to Harry included the closet where he slept, so the Durslys, wanting to stop the letters from coming, gave him a new room
If I remember correctly, the Dursley's received the letters directed to Harry, and the address included "Under the staircase"; the Dursley's were ashamed about this - or more precisely, about other people knowing about it.
