after you save scizor from crevice cave, do 2 or 3 days worth of missions. Then when you see corfish standing in the square ( the one with the chimeco bell and the place where you can access the dungeons) talk to him and he will tell you that sunflora can tell you about the surrounded sea. Go to the 2BF in the wigglytuff guild and talk to sunflora and then go to the surrounded sea.
So after you beat the seventh gym Bill will ask you to go on a cruise. You can say yes or no. If you say no go to Viridian and battle Giovanni.
If you say yes go teach your starter Pokemon a move on two island or three island.
After that go to three island and catch Moltres.

If you haven't beet Sabrina yet go fight her if you already don that go to veridian city and face the gym leader to get your last badge
You keep on battling an winning the badges in Kanto. And when all 16 badges are aquired, you can take on Red at Mt. Silver!
