They use the term for Muggles for people that are not aware of the magical world. They use the term 'squib' for someone born of a wizarding family that doesn't have the ability to use magic. Mr. Filch is a squib.
That depends on what you mean. If they are born into a magical family, but have no power they are considered squibs, not wizards.
If people are born into non-wizard families and also have no power, they are called muggles.
This does not specifically apply to Hogwarts, but to wizards in general.
