An HM is short for 'Hidden Machine'. It teaches a Pokemon a move that can also be used outside of battle, and can be reused to teach any number of Pokemon.
In Pokemon Generation IV, there are 8 HMs. In Heart Gold and Soul Silver, the HMs are as follows:
cut- lets you cut down trees and grass
whirlpool-lets you go through whirlpools
waterfalll-lets you go up waterfalls
surf-lets you surf
fly- lets you travel around faster by flying
strength-lets you move boulders around
rock smash- lets you smash crumbled rocks
rock climb- lets you climb up paths up mountains
There are six HMs, that go in this order:
HM01: Cut
Found in Striaton, From Mokomo
HM02: Fly
Found in Driftveil City, From Bianca
HM03: Surf
Found in Twist Mountain, From Alder
HM04: Strength
Found in Nimbasa City (Top Left Building)
HM05: Waterfall
Found on Route 18
HM06: Dive
Found in Undella Town
You can't get rid of HMs in heartgold.

I think it is piplup because it can learn all the HMs (not fly of course) when it evolves.
That is impossible in Pokemon HeartGold and SoulSilver.

The only way to delete moves is through the Move Deleter, which should be in Blackthorn City.
