If your trying to catch it have a level 100 marowak or scyther that has false swipe then use it when you find it hopefully its hp hits 1 now it will run find it again then send out a Pokemon that knows sleep powder or hypnosis like vileplume or hypno then use sleep powder or hypnosis now throw ultra balls if you owned a raikou before use a repeat ball. If your battling Raikou its weak against ground type moves like Earthquake plus it has bad defense its suggested to have a Pokemon with good attack that knows Earthquake to beat Raikou in one hit!
