Really, there is no Pokemon game that you can get every Pokemon through normal game play. For every Pokemon version, there is an event Pokemon that can only be obtained once, or by hacking and cheating. Here are the Pokemon you cannot get for each version:
Red, Green (Japan), Blue, and Yellow: Mew
Gold, Silver, and Crystal: Celebi
Ruby, Sapphire, and Emerald: Deoxys
Emerald (yes, there are two event Pokemon for emerald): Mew
Diamond and Pearl: Darkrai, Arceus, Shaymin
Since these event Pokemon can only be obtained by hacking or by having gone to the event (which most were quite some time ago), the real answer to the question would be Yes and No. Yes, being that you can always hack and get these Pokemon that can't be found through normal game play, and No, being that it is impossible to get the above Pokemon through normal game play.
