You're referring to Celebi, right? You can only get Celebi legally if you have a GS Ball from an event. It would be conferred to you by Kurt. Or, you can use a GameShark code. Either way, you would walk up to the Ilex Shrine and put the GS Ball into the Shrine by pressing A. Celebi would then pop out at Level 30. It isn't the strongest Legendary in the world, so be sure to bring some Level Balls if you bring a high-level Pokemon, or a Pokemon that is Level 35 or lower.
