Main place you can get one, (1, not more) is in the national park (johto). Go to the top of the park, and there's a gap in the fence. Go right through this gap, and go down until you find the prize. :D
Also, you can get them at the pokeathlon prize exchange booth. The pokeathlon is north of goldenrod city, in the Johto region.
