you can battle him again cause i killed him lotsa times and he neva went away
check ur pokedex but every time u move to a drifferent route or town his location changes it pretty hard but go to the town about 3 or 4 routes away
nothing. it just runs into the wild and then you can go after it again. just dont make it faint or it wont show up.

you have to fight your way to the bottom of the tower. there, you will find suicune, raiku, and entei. then, when they see you, they will run away and you have to catch them(either catch or defeat, really).
