The minister for magic in the first five books/films was Cornelius Fudge he did not die but his replacement Rufus Scrimgeour was killed because Voldemort wanted control of the ministry. Before he died he was questioned on the whereabouts of Harry but refused to reveal it.

Death Eater, as a technical term refers to a direct supporter of Voldemort, which the Minister of Magic obviously should not be.
