Insert the pak into the controller with the game inserted in the pak and turn on Pokemon Stadium 2. There may be multiple reasons try doing this: Capture or own 100 Pokemon or more in silver version and make sure your game is saved in a Pokemon center it doesn't matter which one and make sure your transfer pak is securely in your n64 controller and your silver version is securely in the transfer pak return on Pokemon stadium 2 after reattaching the pak and your silver version and try taking the cyndaquil again you should be able to now.
