In "Private Peaceful" by Michael Morpurgo, Mr. Munnings is depicted as a cruel and oppressive character. He is the landlord of the Peaceful family and often abuses his power over them. Mr. Munnings shows little empathy or compassion towards the Peaceful brothers, especially towards Charlie, whom he mistreats severely. His actions contribute to the overall themes of injustice and inequality in the novel.
Well, Mr. Munnings in "Private Peaceful" is a real piece of work. He's a strict, no-nonsense kind of guy who doesn't mess around. He's all about discipline and order, and he's not afraid to show it. In short, he's a real joy to be around... if joy means walking on eggshells and praying you don't get on his bad side.

Because 'oranges and lemons' is supposed to send babies to sleep and in privet peaceful obviously Big Joe has some kind of disability so when he sings 'oranges and lemons' it comforts him like rocking would comfort him and the song has a catchy, rocky rhythm to it. I hope that helps :)
