I guess Magmar is rare in Pokemon leaf green as it can only be found in one part of Kanto. If you want to catch, you can find it when you are climbing to the top of Mt. Ember, which is a short surf away from One island. I caught mine in the grass on the side of the mountain. Hope it helped!
