To attach an item to a Pokemon in Pokemon indigo, you must log in, got to my zone, click view all Pokemon/setup battle team in small writing just below the images of your Pokemon. When you get there, scroll all the way down, then fill in the check mark next to the Pokemon you want to attach it to. Then click on the small image and details of the Pokemon will pop up. Scroll down on the detail box until you see the item bar below. The bar will say "attached item: none" so click "attach" directly to the right of the bar in blue writing. Well there ya have it! P.S. - If he was talking about the illegal version, I don't think he would've asked the question in the first place.
