It's Enclosed Sea I unlocked it on Sky, Surrounded Sea is where you get Kyogre, and Enclosed Sea is where you get Lugia on floor 18 only if you have a secret slab or mystery part. I accidentally deleted my old file so now I had to start over and I'm going to get it again!!
