Well, first, obviously, you need two game boys and both games, and if you are using something other than gameboy color, a wire to connect them.
You go into a Pokémon center, and down in the bottom left there should be a door or stairs, up there you talk to one of the women and you can trade pokemon.
I am not 100% sure this is the exact way, but it should do the trick.
