Mewtwo is a recruitable pokemon only through the recruit point using a ticket and in order to receive a stronger Mewtwo make sure you utilize a Mewtwo ticket at a recruit point that is in a later rank (the best being EX). If you use the ticket in EX you will get the strongest Mewtwo possible (not guaranteed as the strength number will be completely random but it will still be really strong regardless).

You have to release a Palkia, Dialga and Giratina all at the same time in the release station. Then you will get a message saying they left a mewtwo ticket; pick it up (You can only have one ticket at a time, so make sure you don't have any other tickets with you). You then go to the recruit station(Peferably the highest level one you have so mewtwo will be a good level) a new option will appear saying recruit using ticket, select this. Your mewtwo will then come out of the machine; pick it up. Hope this helped. ^o^
