If you take the entrance near the Name Rater, go down the stairs and enter the studio (you should see the Team Rocket grunt there). If you take the entrance near Bill's mom's house, after going down the stairs you have to walk up the hallway until the see the Team Rocket grunt.
go to the goldenrod tunnel, and go to the place where a guy normally takes your photo in team rocket uniform. go there and a team rocket member will give a uniform to you. go to the radio tower in goldenrod city and talk to the grunt blocking the stairs. he will let you in, then your rival will blow your cover. the grunt runs away, then you can go in.
