You must start the game with Turtwig; when he evolves into Torterra, you can have a move tutor teach him Frenzy Plant. This tutor is located on Route 228.
If you start out with Chimchar or Piplup, when they are fully evolved, you can go to the same place and the move tutor will teach them Blast Burn or Hydro Cannon, respectfully (As in BB to Infernape and HC to Empoleon).
I believe the Pokemon must have their happiness maximized to learn the moves.
Take your fully-evolved Grass-Type starter Pokemon to Blackthorn City, there is a house there with the move deletor and tutor and one person in the house will teach your pokemon frenzy plant
