There's no official way to make a daycare, but what you do is advertise your daycare on your profile, in chat, or wherever else you choose. Say in the advertisement to send a pm to you telling you which Pokemon they want you to level up and how many levels. Then decide if you want them to make an offer for the amount they'll pay you (usually a Pokemon) or if you want to make the offer.
After you decide on a price, they will trade you the Pokemon they want leveled up for any useless Pokemon you have. Then you level it up and trade them back for whatever the price was that you agreed on.
