You show the sailor your ticket by talking to him and he'll let you through. Walk down the bridge till you see Sabrina standing on the bridge. Take 5? steps down, turn to her and press A. She is nearly impossible to miss

Sabrina's gym is located in Saffron City but the entrance is guarded by a Rocket member. To make him disappear, you must go to the Silph Co. building. This is the biggest building in Saffron City and is roughtly in the middle of the city as well. Ascend you way to the 11th floor and defeat Giovanni. Once you do so, all of the Rockets will go away and the entrance to the gym will be open.
