Defeat all 8 gym leaders in Johto when you have done this go to pallte twona dn surf across the water and you will find your self in Kanto go defeat the elite 4 when you have done this you will end up back in New Bark Town you will then get a call from Prof. elm he will tell you to board a ship and this ship will take you to Kanto. complete all the Gyms in Kanto to get all the Other Gym Badges. oh and by the way when it comes to defeating Blain (the Kanto fire Gym leader) you will need to surf to a small island near Cinibar to defeat him.

To get to BlackThorn City, which is where the 8th gym is, you will need to have had to beat all the other 7 gyms, and have defeated Team Rocket in Goldenrod City. If you do not, then a man will prevent you from passing out of Mahogany Town. After you complete all of that, the 8th gym is fully accessible.
You must first beat all the Jhoto gyms and then beat the elite 4 and then you get to go to the Kanto region and u beat those gyms too
