first try burying underground for fossils then go to oreburgh city then go to the big building behind the Pokemon centre. then go to a man in the back at the room behind a counter and he will make the fossils come to life. hope this helps!
Normally, you would need to take an Armor fossil (obtainable in the Sinnoh underground) to the scientist in the coal museum in Oreburgh City. However, the Armor fossil is only available in Pokemon Pearl and thus you will have to trade with somebody who has Pokemon Pearl to obtain Shieldon.

go underground and hunt for fossils. shieldon is the most common fossil, so it's easy. then go to the oreburgh fossil museum with one open space in your party. talk to the scientist at the counter and wallk outside then go back in. talk to scientist and voila! u got shieldon. evolves at lv. 30.
after you beat the game you will get shieldon on Pokemon platinum

you have to dig up an armor fossil from the underground to find armor fossils all you have to do is make sure your id number ends with an odd digit like 1 3 5 7 9
to get cranidos you have to dig up a skull fossil by having and odd nubered id number which ends with digit 0 2 4 6 8
