once you beat the 7th gym professor elm calls and says team rocket has tooken over radio tower go there fight all grunts and then on the 4th floor you see the director wrong its petrel so he battles you with 5 koffings level 30 and a weezing level 32 than wants you beat him he gives you the key to the undergroeund basement so go to the underground area and go east and you see a locked door use the key you see your rival he battles you and his levels are 28-34 then fight all the grunts and you see the director he gives youa card go on the 3rd floor in the radio tower and use the card and fight the commanders of team rocket levels 30-34 and finally go to the last floor and you find Preston another commander he has a level 35 koffing and houndor is also 35 and houndoom is 37 once you beat him team rocket will leave and the director comes and gives you the silver wing now you can go to whirl islands to stand up to lugia (one more thing you have to beat the kimono girls before you go catch lugia)

Edit: No, not in HeartGold, you get the Rainbow Wing at that point. I don't remember when exactly you get the Silver Wing, but it's after you defeated all Kanto gyms
Edit Again: in Pewter City, there is a man standing on top of a cliff near the pokemart, he will give you the silver wing! (you don't have to defeat all the kanto gyms, you only have to get to pewter city and talk to the man)
First, you have to make sure that you have defeated all of the gym leaders in Johto. Then, go to Kanto and head for Pewter City. As you go along, you will notice some stairs. Go up the stairs and there will be a few guys there. One of them gives you the Silver Wing.
