You have to have Zoo Tycoon, Marine Mania. The mermaid statue comes as part the game but you have to unlock it. You know... by playing the game and time. It's in one of those "You have just unlocked new animals and items" pop-up thingies.

To unlock the Unicorn rename an exhibit Xanadu. To unlock the Evil Penguin, make a penguin exhibit and then put a zebra in the exhibit, the penguin will kill the zebra and it will become faster. To get the mermaid make an empty tank and put a mermaid statue in it.
