How?
Complete your pokedex by seeing all the pokemons in your pokedex.
To make sure you've completed your pokedex, look through it,

5)Finally, without a bicycle on, use your pokeradar. some parts of the patch may move.
walk into those parts. When a Pokemon appears, 20%* of it will be a ditto.
*i would suggest you find ditto when it's at night, because at night, you will have a 25% that ditto will appear.

You have to get the National Dex, and then you go and talk to Mr.Backlot in the Pokemon Mansion and he will tell you a (usually rare Pokemon) gave him a kiss on the cheek and possibly say it was a Ditto. The Poke Radar allows you to find Ditto in Trophy Garden, but they are sometimes hard and rare to encounter and chain.
The only way to obtain Ditto in Ruby is to trade it from FireRed, LeafGreen, or Emerald.
