To get it legitimately you need Pokémon Leaf-green. Choose Bulbasaur beat the Elite four and catch it in Random Grass Patches. Then transfer it into the pal park in Pokémon pearl.
Bulbasaur > Ivysaur >Venusaur (by the way, I wouldn't recommend using any of these in your party, they are very slow, and not particularly good at anything. A good grass type Pokemon is rare, but a gallade with leaf blade is a good alternative)
