If the monsters you're trying to use as material exceed 12 levels, then they cannot be used for a Synchro Summon. If they added up to Lv15, that would mean they can only summon a (non-existent) Lv15 Synchro, nothing says it therefore 'counts' as being able to summon Lv12.
