There is a secret area on the route north of rustboro city that is accessible if you use Surf you can find some trainers, secret bases and grass in the grass you can find Swellow and Jigglypuff.

in route 3 there is a patch of grass, catch it there

go to the Pokemon center near mt moon (fly there) and then walk strait down and there is a grass patch in the bottom left hand corner. it is there

They will randomly appear in the Trophy Garden.
