Try to get a grass type and lvl it up or if you want charmeleon to win, then lvl it up to at least 20-25 and teach it more effictive moves against water (I don't know that so look it up somewhere) if all else fails then you can start over, and pick bulbasaur because grass is effective against rock (Brock) and Water (Misty).
if you chose bulbasaur, it's already a win.
if you chose squirtle go catch yourself a belsprout you can use both but use squirtle as defensive.
if you chose charmander, your screwed if you use him, unles you only train him and are at level 24 or higher (even then you may not have a chance) if you have a pikachu, congratz it's your win. and if you don't go catch yourself a bellsprout, it's your best bet.
Since charmander is a fire type you can't beat misty easily because she has water types which you are bad against however if you train charmander to evolve it charmeleon and teach it the move Dig and get it to level 23 or so you might be able to win by constantly using Dig. However its not suggested to use charmander at all during the fight so why not go to route 24 which is north of cerulean city and catch a bellsprout train it to become a weepinbell now you can easily beat misty.
In Red, Blue and Yellow, Misty has Staryu which is a Water-type and Starmie which is a Water and Psychic-type, in Gold, Silver and Crystal she has Golduck which is a Water-type, Quagsire which is a Water and Ground-type, Lapras which is a Water and Ice type and Starmie which is a Water and Psychic-type so using Electric-types would be a good option in order to beat her additionally you can use Grass or Flying-types for Quagsire and either Ghost-type Pokemon (such as Haunter or Gengar) or Dark-type Pokemon (such as Umbreon or Sableye) for Starmie.

to get suicune in Pokemon fire red you beat the elite 4 and you have charmander as your starting Pokemon. Then go to a grass area with max repel....USE IT!!
