In the Animated TV Series, X-men: Evolution, Rogue has no back up story about the white streaks in her hair.
Some consider the white streaks a sign of Rouges mutation. For example: Mystique's and Nightcrawler's blue skin/furry appearance, Sabertooth's tiger/ lion appearance, Gambit's red eyes, Storm's white hair and blue eyes (that turn white when using powers), Magneto's white hair, are all signs of mutation.
The colour of Rogues hair could also have been caused by trauma.
