Okk... this is what i think....
They all eat bread.. (am i right or am i wrong?..)

They practice in the training center... and they do tricks there.. (just like the animals and people and whatever else is there do..)
Sooo... when they get done with the training and what not....
they show it to the Audience.. (wich in this case is the Country of Panem)
but.. thats just how i think that Suzzane Collins came up with that name to use for her book[:

Well, in Mockingjay, they refer to the term "Panem de Circuses" which means bread and circuses, or- in more modern tongue- food and entertainment. Is that what you mean?
She most likley made up the word and used it because it sounded cool. But, Panem is the Latin word for bread. Maybe somthing to do with Peta-- ;)
