Blackout, I believe was killed in the first movie, in a sceen that was removed in editing. In the second movie the one that loks like him is his brothe Grindor.

Grindor was to be Blackout, but this was not claifyed well due to the horrible script, This whole mess started when the creators behind the ROTF video game named him(blackout) Grindor for no reason. Some minor changes were made in head, chest and toes(Observe carefully) to make Blackout Grindor. Thus they both are 2 different characters and hence you can call them bros. One more character, the one who picks up Sam's parents has face similar to Blackout and Grindor

First thing, Blackout is not there in the movie Transformers Revenge of The Fallen, he was killed and thrown into the abyss in the first part... The one who looks like Blackout can be called as his bro, GRINDOR... there are differences in their chest, head, toes and color (another alien, the one who captures Sam's parents has face similar to these two!!!)... In the movie, Optimus kills Grindor but he is killed by Megatron. After he is brought back to life using the matrix he powerlinks with Jetfire and kills the Fallen, Badly wounded Megatron flees along with Starscream
