Yes, he was the leader of the medalin cartel who smuggled cocaine to the US. His cocaine was said to be around 80%-90% of all the cocaine in the US in the 80's and earl 90's. He was on Americas 10 most wanted list and America went to great lenghs to have him deported to the US to face trial, however, he was estimated to be worth 9 billion US dollars in 1991 and was the most powerfull and feared man in Columbia. He was never deported, he was however convicted and handed himself in after the Columbian government agreed to change the law over deportation on his request, through fear of him, as he had blown up a very large govenmental building, blown up a passenger plane that a polititition who was in line for president was supposed on, along with other campaigns he led against the government of Columbia(hundreds of police officers were killed, he is the world biggest ever criminal,) to scare the government into not deporting him, once they agreed to his sentence and for him for spend his jail time in his own personal jail that he had build, he handed himself in. He later escaped after the government found out he was conducting his drug smuggling busines and murders from inside the prison. They came to move him to a real prison, but he became concerned that they were going to deport him to the US and escaped. The government of Columbia subesquently started to work along side the US secret services to apprehend Escabar, as his campaign against the government started back up once he escaped, and the government of Columbia were now unsafe from him as they were now bound to bring him to justice as there was now a threat of serious action against the country from the US if they didnt co-operate in capturing and deporting him. It is true however that the only reason they didnt before was in fear of Escabar.

The American secret service helped capture him and he was shot dead in 1993 by either the Columbian police or the American secret service, the Columbian police claim that they killed him, the Americans also claim that the Columbian police shot him, but there was speculation that it was actually the US secret service, if it was the US, maybe they wanted the Columbian police to get the praise of capturing and killing him for the country to gain a little confidence back in justice in Columbia, through gaining a little bit of faith back in there police service, after years of have been terorised by escobar.
