There are two ways to get Celebi:
1. Obtain it from Nintendo Event (I have no idea what that is, look it up)
2. Delete your save game and start the game again. When Professor Birch asks for your name, name yourself Ash. Then, go to your PC and you should find Celebi. I'm not sure if this is true, because most people play Pokemon games with Emulators and ROMs. Buy the proper game for GBA.
