Yes, you can but you need the following:
- Beat the Elite Four;
- Obtain the Super Rod;
- Have a Pokémon that knows Surf in your Party.
On Route 1, use Surf and go down, left. Now just go back and forth (using Repels is advised) until it shows a water-ring. You must get in front of it (not on top) and use your Super Rod and there you go, a Feebas appeared.
