Well, technically Smeargle can't learn anything else by leveling up except Sketch (every 10 levels). But what Sketch does is permanently copy a foe's move. This allows for an infinite move pool in some cases.
Example: Smeargle is fighting an Alakazam.
Alakazam uses Phychic!
Smeargle uses Sketch!
If it works, Smeargle can now use Phychic permanently! It's really cool.
I find that a Smeargle works well when you're trying to teach a Pokemon in the Field egg group several egg moves at once. Get the Smeargle to learn Ice Punch, Thunder Punch, Fire Punch, and Drain Punch with Sketch, then breed with a Scrafty or Scraggy. Just remember that the Smeargle has to be male to be able to pass on egg moves. Happy breeding!

What you could do is level up Hitmonchan (make sure it's female) so that it learns those moves and then breed it with a male Machop/Machoke/Machamp. The newly hatched Machop will then learn those moves. I'm not sure it works, but you could take a female Smeargle and use Sketch to copy one of those punches, then level it up (it learns Sketch every 10 levels-- level 1, level 11, level 21, etc.) so that it can copy another punch, and keep going. You could also use a Heart Scale to re-learn Sketch if you think leveling up will take too long. Then breed it with a male Machop/Machoke/Machamp. In Pokémon Emerald, Smeargle's only level-up move is Sketch which it will naturally have once captured but it will then learn the move at Level 11 and every 10 levels after however it will stop learning Sketch at Level 91. You Need A Male Smeargle To Use Sketch On A Pokemon That Uses Pursuit And Then Use Sketch On Another Pokemon That Uses Ice Punch. When You have Done That Breed The Smeargle With a Female Weavile/Sneasel And Wa La You Have A Weavile That Knows Ice Punch And Pursuit But You Need The National Dex To Catch Smeargle Without It You Cant Make Weavile Learn Them 2 Moves Because It Impossible
