If this is for Pokemon red rescue team, then i suggest you should try to add allot of different water type Pokemon to your friend areas because one of them might just be able to learn dive. I would also suggest to try to add the water type and ice type Pokemon that are evolved to their highest level. Once you have all the water/ice type Pokemon you can find go to their friend area and give them dive, if they can learn it the "use" button will be white like all the other buttons but you may have to delete a move so they can learn it.
Blastoise is a Water Type Pokemon. It evolves from Squirtle and Wartortle, also water types. Squirtle is the Water Type starter Pokemon from Kanto.
Ice and Dragon type attacks are the only two super effective attacks on dragon types. (But remember that, especially the last evolution of dragon types, have secundairy types, which are usually ground or flying. This increases the amount of super effective attacks there are and makes Ice type attacks even more effective than they already were.)

Kyogre is an ice type when it can out in pokemon E/R/S, but for some unknown reason the makers of the game switched him to a water-type probably because you have to go underwater to get it
Well the last gym leader is a dragon type leader so you need an ice type pokemon and/or dragon type pokemon. Idk what his name is but a guy gives you a level 15 Datrini and it is a dragon type pokemon. For an ice type pokemon, go back to the cave (idk the name of the cave but it is a ice cave) and get an ice type pokemon like swinub and raise him and beat Blair!
You will need to battle all four Elite 4 trainers and beat them however how to beat them by using their weaknesses will depend on the game you're playing. Pokemon Red/Blue/Yellow and FireRed/LeafGreen the first member uses Ice and Water Pokemon so opting to use an Electric-type Pokemon is a good option, against Bruno he has Rock-type Pokemon and Fighting-type Pokemon so for his Rock-types you can go with Water or Grass-type attacks and for Fighting-types you can go with Flying, Ice and Psychic-types, Agatha you can go with Dark and Ghost-type Pokemon as well as for Psychic-type Pokemon such all of her Pokemon are either pure Poison-type or part Poison-types and for Lance his Pokemon are mostly Dragon-types so Dragon-types and Ice-types would be able to beat him and Electric-types can beat Gyarados and Aerodactyl.

It will be best if you have an ice-type Pokemon, a flying-type Pokemon, a Pokemon that knows a dark-type move, a fighting Pokemon, and just a powerful starter Pokemon. Ice will defeat Lance, since he has all dragon Pokemon. The fighting Pokemon could be the go-to Pokemon in case your good Pokemon dies.
Out of personal experience, I'd say go with ice beam. If your pokemon has more physical potential then special, then you can't go wrong with ice punch or avalanche.
You can teach your Pokemon surf and go surfing to run into a water type option. Or fishing which I prefer because if you are using the right rod you can get some great Pokemon.
get a hm called dive attach it to a water type pokemon and go on water and use dive.
Totodile; teach him Ice Punch from Goldenrod City to take out your rival's Chikorita. Also, he is tough and will go easy with a water type move against Suicune.
in Pokemon platinum if you have a water type Pokemon go to the tutor men in pastoria city
