Any card that actually uses Spell Counters will tell you what to do with them. Breaker the Magical Warrior tells you what his own counter does, while cards like Megaton Magical Cannon say to remove spell counters from other cards.

Well, considering that most currently used cards are usually Ultra, Secret, or Ghost rare, it usually takes about 35-50$ to create a decent deck. Of course, eBAY is always an option, but I prefer buying the cards from stores, because it takes so long to get yugioh cards shipped to you. :(. And one of the most hard-to-find yugioh cards is also one of the best. Dark Armed Dragon cards can be priced at over 200$, even on eBAY. Good Luck, and make sure you have a full wallet. :)
You might find a collector who'd do it. The problem is - not only are Korean cards of cerain rarities easier to obtain than their English counterparts, but Korean cards can't be used in English tournaments. Thus back when it came out, an English Judgment Dragon was worth about £70, but a Korean one was only worth about £5. Few people will do a like-for-like trade on English cards for the Korean equivalent.

the answer will be an opinion, but i think the best 5 Yugioh cards are the Winged Dragon of Ra, Obelisk the Tormentor, The Wicked Avatar, Dragon Master Knight, and The Tyrant Neptune. These are the real version of the Winged Dragon of Ra and Obelisk the Tormenter. Watch out, there are fake versions of these cards. It says "This card cannot be used in a duel" in the bottom left corner of fake cards, in either English or Asian. There are not any fake versions of the other above cards (unless they weren't made in a yugioh card making place, ex. printing out a picture of a card on line).

Yes, all TCG cards are legal in all TCG territories. So you can use Spanish cards in the USA, English cards in Germany, etc. OCG cards (Japanese and Korean) are not allowed though. You can ONLY use any TCG cards as long as you have an English translation of that card. You CANNOT use any OCG (Official Card Game) cards (Japanese, Korean, Chinese) cards. So the only TCG (Trading Card Game) cards you can use would be Spanish, German, French, Italian etc cards like that. It's due to like the OCG and TCG having different releases.
