The question seems a bit confused so I'll indicate clearly what I'm answering.
These two hands both represent two pair. The first hand is sevens and sixes with a 3 kicker. The second is eights and twos with a seven kicker.
In comparing hands the higher of the pairs is compared. So the eights win to the sevens. No further cards need to be compared.
