The white stuff floating in milk is bits of fat. There are a couple of reasons why this can happen:
- Poor homogenisation leads to flocculation (bits of fat clumping together and floating)
- Spoilage of milk (lowered pH breaks some protein bonds leading to lumps of fat)
Flocculation can happen easily in long life milk as the extended shelf life allows more time for fat globules to aggregate and stick together.

Do you mean in your body or a milk carton? As I know from experience your body shouldn't be leaking white stuff. If it is a carton or container of milk it is O.K. as it will evaporate and reform around the container. Or it may be a hole.
