Depends on the size of your tank and the number of fish you have in there. Air bubblers are not really necessary but a cycled filter is a MUST HAVE.

Fish tanks do not require a bubbler. They do in fact require a filter. Filters can be driven by an air pump. The basic rules for successfull fish keeping are :- 1 inch of fish needs at least 1 gallon of water (a Betta needs at least 3 gallons) :- Every tank needs a permanently running cycled filter. :- Every tank need to have at least 50% of its water replaced every week. If you follow the above your fuish stand a chamnce of living a reasonable life span. If you fail in any of them I can guarantee that you will have constant recurring heath problems with your fish.
All fish need oxygen, they breath oxygen not water! If by this you mean, do they need a filter or aerator, then yes, they do! All fish need filters, the air stone bubbles are more for decoration though.
Fancy Guppies are particularly fragile fish these days. They need a good sized tank, at least 15-20 gallons, with a filter but without too much current, and for that tank to have been well matured (that would be the nitrogen cycle) and have been running a few months (maybe with a couple of other fish like Corydoras, once the tank has cycled) before the Guppies are added. They are that fragile!
