Your refrigerator thermostat is set too low. Put a thermometer in your refrigerator and check that the thermostat is working. If you have a dial type, set it in the middle...either 3 or 5 depending on the calebration of your model. The temperature in your crisper should be about 45-50 degrees. That's the reason it's at the lowest point in your refrigerator. Another reason might be that you don't have enough stuff in the fridge. It is a fact that the unit will work more efficiently if it has more in it. Use water as a space filler.

If it is the frost that forms on the surface, which you are thinking of, I believe it is because the water content of the carrot allows it to evaporate in the low-humidity of the fridge. When water evaporates, it cools the molecules around it.

Any food is okay when frozen, it preserves the food. Only if it is stored properly (in a completely sealed and air sucked out of, ziploc bag <-- reccomendation) though. I'm sure they will be okay, just not as fresh. Yet again, I would recommend eating either fresh veggies/carrots or even canned carrots would most likely be better than frozen carrots.

Turn up the refrigerator. If the carrots are freezing so are other things such as eggs. Where you put them could also be a factor, but if any part of the fridge freezes, it is set too low.
