firstly, please write the first letter of Bismillah and the name of a Surah in capital letter. All the Surahs of The Holy Quran were not written in the same time. Wahis used to be revealed upon Prophet Muhammad (SW) in discrete fashion. Which line of the Wahi is to be added to which Surah was also revealed. When Bismillah was revealed it was understood as the beginning of a new Surah. Surah Taubah is one of the last revealed Surahs. Bismillah was not revealed before it. After Prophet Muhammad's (sw) pass, there was a need to compile The Holy Quran (which was done by Osman (R.)). Then it was thought that Surah Taubah might not be an individual Surah (because it didn't have a Bismillah in the beginning). According to its content it best fits as a part of Surah Aanfal. That's why Surah Taubah is placed after Surah Aanfal. Now if Surah Taubah is meant to be a part of Surah Aanfal then a reader can read on, and if it's not (only Allah knows the secret) then it can be recited as an individual Surah. Renowned Faqihs say that a reader doesn't need to recite Bismillah before Surah Taubah if he is continuing reading from Surah Aanfal. But, if he starts reciting from Surah Taubah then he should recite Bismillah. There's another notion however. The Quraish tribe breached a treaty of a 10 year truce. Then after the conquest of Makkah they wanted to renew the treaty. But, in Surah Taubah, Allah, The Omnipotent, revealed upon The Prophet (SW) that all treaty with the qafirs be annuled. In Bismillah, the benevolence and graciousness of Allah has been stated. But in Surah Taubah Allah has shown strictness, which might be another reason for not adding Bismillah before SurahTaubah.
