They came from West Africa where they still make them to this day. There they are referred to as "Plantain Crisps". When the Spanish introduced slave labor in the Americas, the slaves brought the recipe over. It has remained a popular food in many Latin American Countries to this day where they are referred to as "Tostones" in some countries, and "Patacones" in others. But regardless of what name they are called the basic recipe as remained the same in all cultures.
